How user funds are safeguarded |
[Aim of provision in Article 14 Clause 1 of the Payment Services Act] To protect holders of prepaid payment instruments, the Payment Services Act requires the safeguarding of assets through the deposit of issued instrument security funds at a Legal Affairs Bureau or similar entity, the amount of those funds being equal to at least half of the unused balance of the prepaid payment instruments as of March 31 and September 30 each year. [Entitlement stipulated in Article 31 Clause 1 of the Payment Services Act] In the event of an adverse situation, holders of prepaid payment instruments may, prior to other creditors, receive reimbursement of security funds that are secured in advance, as provided for in Article 31 of the Payment Services Act. |
